- Designation is the shared master switch. Adding a group expands existing support and status rules. It does not write a listed-speech offence.

In 2025, more entities were added to the FTO list than in any previous year since its inception in 1997.

When a venue designates, existing support and status rules expand. Israel, the UK, and the US are quoted examples of that switch, not the product identity. The speech statute may not change.
- State publishes the live FTO list. Counts move. Re-check Federal Register FTO deltas.
- 2025 list growth is Supported. That still does not write a listed-speech offence.
