Open Cells is a record and a method. The record quotes laws. The method is how a stranger can keep quoting them without inventing the rest. A human attaches every card. Open cells stay open.
- SupportedSupported. A primary instrument is attached for this slot — statute, order, gazette, or official page, with a URL. Every jurisdiction.
- InferenceInference. A structural reading of how machinery can travel. Allowed. Must stay labeled. Not a statute.
- UnprovenUnproven. No primary record for this slot yet. Capture, amounts, hops, and citizen-facing outcomes stay open until quoted.
- DisputedDisputed. Live disagreement on motive, overbreadth, or a directing agenda — in any venue. Keep the label.
Kernel
- A quote without a URL is not Supported.
- A bill is not law. Name the status in the same sentence.
- Same influence is not the same law.
- An organization is not a statute. Presence is not capture. Capture is a claim about any jurisdiction.
- A grant is not a directing agenda.
- Do not invent a quote for an open or partial cell.
- A country can have more than one test. Speech offence, status rule, and funding condition stay separate. A citizen is affected where they are.
- Education is intensity. The statute is not a cage.
- Human final call. Bots propose. They do not close a claim.
- Prefer an honest gap over a finished-looking chart.
How to attach a cell
- Name the country and the instrument.
- Find the official page. Not a news rewrite.
- Quote the smallest operative passage. Pinpoint it.
- Write the status in the same sentence: live, not law, repealed, bill.
- Date the retrieval. Leave every other cell open.

Attach a cell
Find the official text. Quote it. Pinpoint it. Date the retrieval. Hand the card to the record. That is the highest-leverage act.
Keep status honest
If it is a bill, say so. If it is first reading, say so. If it died, say so. Citizens lose when pending text is spoken as enacted.
Comment on the record
Agency dockets, education-office consultations, and parliamentary inquiries take cited clauses. Send the quote, not a slogan.
Ask an office for the instrument
A public-records request or a written question that names the missing URL is more useful than a theory of capture.
Fork the method
Copy the kernel and the working documents. Continue anywhere that will follow a system prompt. Public claims still need a primary URL.
Public posture
- No secrets, credentials, or private addresses in any working document.
- No student names, no private individuals as proof, no municipal samples used as if they were a dataset.
- No operator identity, home geography, or personal chrome in public artifacts.
- Local notes may be messy. Public claims require a primary URL.
- Do not dox. Do not scrape private accounts. Do not publish targeting lists.
- Advocacy names offices and instruments, not neighbors.
