Capture is a claim about any jurisdiction. A person is affected where they are. Organizations are not statutes. Public persons are offices. Quoted law lives on Atlas.

- DisputedDisputed. Live disagreement on motive, overbreadth, or a directing agenda — in any venue. Keep the label.
Existence
The body or instrument is on an official page. A URL is not capture.
Influence
It can carry a classification without writing a listed-speech offence. Structural reach is Inference. A hop into a domestic statute is Unproven until quoted.
Funding
Money moved. Amounts stay Unproven until a filing is quoted. A grant is not a directing agenda.
Capture
A sector, office, court, school, platform, or force in any jurisdiction has been captured. Presence is not capture. Capture anywhere stays Unproven until a primary record is attached.
Citizen
What happens to a person under this, where they are. Speech offence, status rule, funding condition, and overlay duty are different tests. Do not collapse them.
SupportedDo not treat an organization, office, board, or partnership as a statute. Working definitions, training programs, and task forces write documents. They do not write a listed-speech offence.
SupportedPublic persons on this desk are offices. Occupants stay on the official page. Do not import private individuals, student names, municipal samples, or listing-site entries as proof.
UnprovenA grant, a filing, or a donor list is not capture. Amounts stay Unproven until a filing is quoted. Do not invent a total. This applies in every jurisdiction.
